概念辨析及落地建議：泛在電力物聯(lián)網(wǎng) 建設(shè)的現(xiàn)狀與反思

　　摘 要：政界、學(xué)界、企業(yè)、用戶、行業(yè)等對泛在電力物聯(lián)網(wǎng)的概念有不同的理 解。這種差異不單是因為這些主體的利益地位和思維慣性所致，更重要的原因在于物聯(lián) 網(wǎng)、互聯(lián)網(wǎng)、信息化等概念的模糊性和變動性。這些概念的模糊和變動必然會造成實踐 和建設(shè)中的矛盾和張力。要解決這些矛盾，必須從本質(zhì)上對互聯(lián)網(wǎng)、電網(wǎng)信息化，智能 電網(wǎng)、堅強智能電網(wǎng)，能源互聯(lián)網(wǎng)、電力能源互聯(lián)網(wǎng)等概念做本質(zhì)辨析，并厘清各個概 念的邊界。在明確概念的基礎(chǔ)上，建設(shè)泛在電力物聯(lián)網(wǎng)應(yīng)成立專門研究機構(gòu),加強數(shù)據(jù) 安全防護，探索全行業(yè)的數(shù)據(jù)對接和整合,加強產(chǎn)業(yè)生態(tài)圈的融合。

　　關(guān)于泛在電力物聯(lián)網(wǎng)建設(shè)不同主體有不同的關(guān)注點。政府官員關(guān)注的是“創(chuàng)新、融合、安 全”，業(yè)界研究者關(guān)注的是“能源轉(zhuǎn)型”，行業(yè)協(xié)會人員關(guān)注的是培育“合作平臺和產(chǎn)業(yè)生態(tài)圈，”[1] 還有人關(guān)注其規(guī)劃設(shè)計，還有人關(guān)注其商業(yè)模式的設(shè)計和實現(xiàn)。這些關(guān)注點之所以不同，一方面 可能與研究者的身份或立場相關(guān);另一方面，可能與泛在電力物聯(lián)網(wǎng)建設(shè)的復(fù)雜性、多元性有 關(guān)。在此背景下，要全面、正確理解泛在電力物聯(lián)網(wǎng)建設(shè)，防止其被人有意或無意地“異化”，有 必要辨析其概念的本質(zhì)， 明確泛在電力物聯(lián)網(wǎng)建設(shè)的意義， 從而才能尋找到一條可行的落地 之路。

　　Concept Analysis and Landing Suggestions: The Status Quo and Reflection of Ubiquitous Power Internet of Things Construction

　　Abstract：Politicians, academics, enterprises, users, and industries have different understandings of the concept of ubiquitous power Internet of Things. This difference is not only due to the interests of these subjects and the inertia of thinking. The more important reason is the ambiguity and variability of the concepts of Internet of Things, the Internet, and informationization. The vagueness and change of these concepts will inevitably lead to contradictions and tensions in practice and construction. To resolve these contradictions, we must fundamentally analyze the concepts of the Internet, grid information, smart grid, strong smart grid, energy Internet, and power energy Internet, and clarify the boundaries of each concept. On the basis of clear concepts, the construction of ubiquitous power Internet of Things requires the establishment of specialized research institutions to strengthen data security protection, explore data integration and integration across the industry, and strengthen the integration of industrial ecosystems.
